Adolfo is positively evil, no question there. Establishing that he was such a horrible person from the very beginning was very important. I think in just seeing the way he literally dove into the ox in Episode 01 was enough for anyone to figure out what kind of man (or beast) he was. There's a certain significance in him killing beasts of burden, but you'll see more on that later.
On his appearance, Adolfo is largely based on a Buddha lion. The horns were added for purely ornamental purposes. Ending on that note, I think you all should know that squirrel tail of his was just a total fluke. Somehow or another, I lost the original sketch of his character design, which depicted a more wolf-like Adolfo with a GORGEOUS flowing tail. Unfortunately, I couldn't remember how to draw it, so it just came out curled at the end (the first few pages of Episode 01 are the closest to what his tail originally looked like). Readers seemed to get a kick out of such a monstrous fellow having a big, fluffy tail. A few jokes between friends later and he became a squirrel superbeast.
If you were to compare him to another character, he would have to be Kedamono's polar opposite. Unlike Kedamono, who doesn't harm living things unnecessarily, Adolfo has no qualms about causing suffering. He rather enjoys it. He also has no problem in letting himself be used in order to get what he wants. On more than one occasion, it has been unclear whether he was being used by Othello or the other way around. Unfortunately for him, he'll always lose to Othello when it comes to manipulation.
